The congresses of Aachen (1818), Troppau (1820), Laibach (1821) and Verona (1822), whose records are available now in a digital edition, are the result of a new conception of foreign policy after the Napoleonic war. Temporarily, interstate rivalry and power politics have been replaced by intergovernmental cooperation, which has hitherto not been practiced to this extent. The political and territorial reorganization of Europe negotiated at the Congress of Vienna (1814/15) was the result of this cooperation. On the level of international law, this cooperation was secured by a complex system of alliances and acquired a certain degree of institutionalization as the so-called European Concert of Powers. In Aachen, Troppau, Ljubljana and Verona, the representatives of the powers met to discuss open questions of European interest, avert or resolve international crises and guarantee peace and tranquillity in Europe. The protocols and other documents edited here show the official reading of the negotiations. As such, they provide an insight into the intellectual foundation and practical functioning of the European Conference of Powers.
